Sheff Wed Confronts Serious Challenges, States New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties are seen as a "major concern" and the independent regulator is aiming to acquire authority to investigate clubs in comparable cases, its new chair David Kogan has announced.

In a wide-ranging interview, the chairman, who was recently selected, voiced concern towards Wednesday's fanbase.

The regulator engaged with four supporter groups representing the Championship side in recent days.

The team have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on multiple instances, including in September.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the great brands for English football and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they need to be investigated and acted upon."

Monetary Issues and Proprietorship Status

The team's struggling chairman Dejphon Chansiri indicated in the summer he would be willing to sell up at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in spring months led to sanctions by the league officials in mid-year, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although the ban was rescinded in late summer.

Authority's Position

The chairman stated: "The position was created for the supporters of Wednesday, teams facing challenges where fans are dedicated to a local institution that has represented their community in numerous instances.

"I have absolute sympathy for the team's plight, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the fans themselves."

Questioned about whether the regulator could force an proprietor to divest a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to work with them.

"Our least desirable course of action is commence engagement with an particular organization, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the owner's facing," Kogan said.

"In actuality, when you look back over the history of football, over the past few decades there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally refuse to accept accountability for the future."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to detail the scope of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the remarkable development accomplished might evaporate rapidly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a huge success story - we need to continue the progress.

"Considerable investment flowing into the game and has come into football for the past two decades, because there's no guarantee it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the achievement and development as an financial organization of the top division.

"I of all people understand the worry about compromising the Premier League as a premium product of this country. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a significant confidence."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the opposition group in the past.

The chairman donated money to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the regulator explained.

"I am no longer involved in any type of partisan engagement."
